He fought long and hard in this campaign, and he's fought even longer and harder for the country he loves. He has endured sacrifices for America that most of us cannot begin to imagine, and we are better off for the service rendered by this brave and selfless leader. I congratulate him and Governor Palin for all they have achieved, and I look forward to working with them to renew this nation's promise in the months ahead.<br/><br/>  I want to thank my partner in this journey, a man who campaigned from his heart and spoke for the men and women he grew up with on the streets of Scranton and rode with on that train home to Delaware, the Vice President-elect of the United States, Joe Biden.<br/><br/>  I would not be standing here tonight without the unyielding support of my best friend for the last sixteen years, the rock of our family and the love of my life, our nation's next First Lady, Michelle Obama. Sasha and Malia, I love you both so much, and you have earned the new puppy that's coming with us to the White House. And while she's no longer with us, I know my grandmother is watching, along with the family that made me who I am. I miss them tonight, and know that my debt to them is beyond measure.<br/><br/>  To my campaign manager David Plouffe, my chief strategist David Axelrod, and the best campaign team ever assembled in the history of politics – you made this happen, and I am forever grateful for what you've sacrificed to get it done.<br/><br/>But above all, I will never forget who this victory truly belongs to – it belongs to you.<br/><br/>  I was never the likeliest candidate for this office. We didn't start with much money or many endorsements. Our campaign was not hatched in the halls of Washington – it began in the backyards of Des Moines and the living rooms of Concord and the front porches of Charleston.<br/><br/>  It was built by working men and women who dug into what little savings they had to give five dollars and ten dollars and twenty dollars to this cause. It grew strength from the young people who rejected the myth of their generation's apathy; who left their homes and their families for jobs that offered little pay and less sleep; from the not-so-young people who braved the bitter cold and scorching heat to knock on the doors of perfect strangers; from the millions of Americans who volunteered, and organized, and proved that more than two centuries later, a government of the people, by the people and for the people has not perished from this Earth. This is your victory.<br/><br/>  I know you didn't do this just to win an election and I know you didn't do it for me. You did it because you understand the enormity of the task that lies ahead. For even as we celebrate tonight, we know the challenges that tomorrow will bring are the greatest of our lifetime – two wars, a planet in peril, the worst financial crisis in a century. Even as we stand here tonight, we know there are brave Americans waking up in the deserts of Iraq and the mountains of Afghanistan to risk their lives for us. There are mothers and fathers who will lie awake after their children fall asleep and wonder how they'll make the mortgage, or pay their doctor's bills, or save enough for college. There is new energy to harness and new jobs to be created; new schools to build and threats to meet and alliances to repair.<br/><br/>  The road ahead will be long. Our climb will be steep. We may not get there in one year or even one term, but America – I have never been more hopeful than I am tonight that we will get there. I promise you – we as a people will get there.<br/><br/>  There will be setbacks and false starts. There are many who won't agree with every decision or policy I make as President, and we know that government can't solve every problem. But I will always be honest with you about the challenges we face. I will listen to you, especially when we disagree. And above all, I will ask you join in the work of remaking this nation the only way it's been done in America for two-hundred and twenty-one years – block by block, brick by brick, calloused hand by calloused hand.<br/><br/>  What began twenty-one months ago in the depths of winter must not end on this autumn night. This victory alone is not the change we seek – it is only the chance for us to make that change. And that cannot happen if we go back to the way things were. It cannot happen without you.<br/><br/>  So let us summon a new spirit of patriotism; of service and responsibility where each of us resolves to pitch in and work harder and look after not only ourselves, but each other. Let us remember that if this financial crisis taught us anything, it's that we cannot have a thriving Wall Street while Main Street suffers – in this country, we rise or fall as one nation; as one people.<br/><br/>  Let us resist the temptation to fall back on the same partisanship and pettiness and immaturity that has poisoned our politics for so long. Let us remember that it was a man from this state who first carried the banner of the Republican Party to the White House – a party founded on the values of self-reliance, individual liberty, and national unity. Those are values we all share, and while the Democratic Party has won a great victory tonight, we do so with a measure of humility and determination to heal the divides that have held back our progress. As Lincoln said to a nation far more divided than ours, “We are not enemies, but friends…though passion may have strained it must not break our bonds of affection.” And to those Americans whose support I have yet to earn – I may not have won your vote, but I hear your voices, I need your help, and I will be your President too.<br/><br/>  And to all those watching tonight from beyond our shores, from parliaments and palaces to those who are huddled around radios in the forgotten corners of our world – our stories are singular, but our destiny is shared, and a new dawn of American leadership is at hand. To those who would tear this world down – we will defeat you. To those who seek peace and security – we support you. And to all those who have wondered if America's beacon still burns as bright – tonight we proved once more that the true strength of our nation comes not from our the might of our arms or the scale of our wealth, but from the enduring power of our ideals: democracy, liberty, opportunity, and unyielding hope.<br/><br/>   For that is the true genius of America – that America can change. Our union can be perfected. And what we have already achieved gives us hope for what we can and must achieve tomorrow.<br/><br/>  This election had many firsts and many stories that will be told for generations. But one that's on my mind tonight is about a woman who cast her ballot in Atlanta. She's a lot like the millions of others who stood in line to make their voice heard in this election except for one thing – Ann Nixon Cooper is 106 years old.<br/><br/>  She was born just a generation past slavery; a time when there were no cars on the road or planes in the sky; when someone like her couldn't vote for two reasons – because she was a woman and because of the colour of her skin.<br/><br/>  And tonight, I think about all that she's seen throughout her century in America – the heartache and the hope; the struggle and the progress; the times we were told that we can't, and the people who pressed on with that American creed: Yes we can.<br/><br/>  At a time when women's voices were silenced and their hopes dismissed, she lived to see them stand up and speak out and reach for the ballot. Yes we can.<br/><br/>When there was despair in the dust bowl and depression across the land, she saw a nation conquer fear itself with a New Deal, new jobs and a new sense of common purpose. Yes we can.<br/><br/>When the bombs fell on our harbour and tyranny threatened the world, she was there to witness a generation rise to greatness and a democracy was saved. Yes we can.<br/><br/>  She was there for the buses in Montgomery, the hoses in Birmingham, a bridge in Selma, and a preacher from Atlanta who told a people that “We Shall Overcome.” Yes we can.<br/><br/>  A man touched down on the moon, a wall came down in Berlin, a world was connected by our own science and imagination. And this year, in this election, she touched her finger to a screen, and cast her vote, because after 106 years in America, through the best of times and the darkest of hours, she knows how America can change. Yes we can.<br/><br/>  America, we have come so far. We have seen so much. But there is so much more to do. So tonight, let us ask ourselves – if our children should live to see the next century; if my daughters should be so lucky to live as long as Ann Nixon Cooper, what change will they see? What progress will we have made?<br/><br/>  This is our chance to answer that call. This is our moment. This is our time – to put our people back to work and open doors of opportunity for our kids; to restore prosperity and promote the cause of peace; to reclaim the American Dream and reaffirm that fundamental truth – that out of many, we are one; that while we breathe, we hope, and where we are met with cynicism, and doubt, and those who tell us that we can't, we will respond with that timeless creed that sums up the spirit of a people:<br/><br/>  Yes We Can. 坐在电视机前仔细聆听胡锦涛总书记在十七大开幕式上所作的政治报告，感到报告立意高远，思想丰富。尤其是报告中出现的新名词如“软实力”、“思想库”、“票决制”、“人文关怀”、“自治机制”、“精神家园”、“生态文明”、“亲和力”等等，如阵阵清风吹来，让人感到耳目一新、精神一振。这其中，“中国特色社会主义理论体系”是最让人关注也是参与十七大报告调研的专家认为最重要的新名词。<br/><br/>    何谓中国特色社会主义理论体系？按照总书记的阐述，就是包括邓小平理论、“三个代表”重要思想以及科学发展观等重大战略思想在内的科学理论体系。这个理论体系，坚持和发展了马克思列宁主义、毛泽东思想，凝结了几代中国共产党人带领人民不懈探索实践的智慧和心血，是马克思主义中国化最新成果，是党最可宝贵的政治和精神财富，是全国各族人民团结奋斗的共同思想基础。专家认为，“中国特色社会主义理论体系”的提出，意味着指导中国发展的理论有了新的变化。<br/><br/>    这一理论体系有两个特点值得注意。<br/><br/>    一是历史性，即这一理论体系的形成不是一蹴而就的，而是经过风雨检验，有一个历史的发展过程。改革开放以来我们取得的一切成绩和进步的根本原因，就是开辟了中国特色社会主义道路，形成了中国特色社会主义理论体系。<br/><br/>    二是开放性，即这一理论体系是与时俱进的，能够不断吸纳马克思主义中国化的最新成果，是不断发展的开放的理论体系。<br/><br/>    历史性，说明中国特色社会主义理论体系是一脉相承的，这“一脉”，就是必须牢牢坚持“一个中心、两个基本点”不动摇。<br/><br/> +0800</pubDate><guid>http://www.walkcat.com/google/guan-zi.html</guid><description><![CDATA[刚在网易新闻看到国家环保总局副局长潘岳的一新闻，感慨此公实乃做官之大材！<br/><br/>先是前阵子带领一群富人去做形象工程去植树，然后遭遇沙尘暴被拍下照片。<br/><br/>这次面对采访，潘同志的表现令人赞叹，实在是太有才了！<br/><br/><br/>首先，潘同志在采访中不显山不露水的借用所谓“有朋友给我们喊冤，说沙尘暴不归环保局管”把沙尘暴的责任不声不响地推卸掉。<br/><br/>然后，潘同志又表明自己作为国家高级公务人员的正确立场，虽然这个事情不归我管，但是我还是要说，我“不冤”。。。在采访中他说，“这是体制的弊病”。表明自己认为所有的环保部门都不应该喊冤的立场。<br/><br/>并且，暗示了这个环保部门各自分工管理的弊端正是由于配合协作不够所致。　换句话说，如果这个部门也由我来管的话。。。<br/><br/>嘿嘿嘿嘿。。。人才！<br/><br/>这样一来，把球踢给了体制。。。自己清白了，也可以说，要我管也行，那就继续升我的官。。。让我有更大的权力去管。。。<br/><br/>或者干脆把那些个部门都合并到环保总局来，让我统一协调。。。<br/><br/><br/>恩，也许潘同志没有想那么深远。。。那就是我诠释过度了。。。<br/><br/><br/><br/>至于下面的采访，潘同志以自身经历为例，讲明了一个道理，那就是嫌环保总局的权力还不够大。。。<br/><br/>“环保总局是部级单位，我们的执法队伍居然要像地下工作者那样到一个县里去环保执法，就取证，去刺探情况。说明我们环保的法令，有关的法规，和中央领导相关的指示，在底下的权威性到什么程度，让我非常震撼”<br/><br/>这段话潘同志对环保总局权力不够大的呼喊显露无遗。。。让他”非常震撼”。。。<br/><br/><br/>潘同志的有才还表现在，“我当时嚷嚷被照下来了，应该说忍无可忍，忍无可忍不是我个人忍无可忍，我觉得好像中国国情忍无可忍”，这段话，可以推知，那次潘同志嚷嚷被拍照后，估计一直耿耿于怀，这次借这个机会为自己的旧事平反了一下。<br/><br/><br/>那是因为潘同志“对中国国情忍无可忍”，是潘同志忧国忧民。。。而不是对自身现状的不满。。。<br/><br/><br/><br/><br/>实在是太有才了。。。人才呀人才，“他还对记者表示感谢，并要推荐为年度环境新闻奖”<br/><br/>这个。。。用意也太有才了！<br/><br/>一来可以表明自己的豁达，二来也和媒体套了近乎，三来给大众一亲民朴实形象。<br/>一箭三雕。。。<br/><br/><br/>参考文献：网易新闻.《潘岳回应植树遭遇沙尘暴事件 中央电视台《对话》栏目将于5月13日晚播出专访国家环保总局副局长潘岳节目，在节目现场潘岳直面“遭遇沙尘暴”事件等敏感话题，阐述了我国目前环保政策和目标。<br/><br/>潘岳《对话》现场首度回应“遭遇沙尘暴”事件，自称形象虽“丑”并不冤<br/><br/>作为“环保公益日”的首倡者，国家环保总局副局长、中国环境文化促进会会长潘岳，在今年3月31日的长城脚下的一次“环保公益日”宣传活动上，遭遇“沙尘暴”，而这一幕被在场的记者抓拍下来，连续发动三次“环保风暴”的潘岳宣传环保遭遇“沙尘暴”，成为第二天的热门新闻。<br/><br/>5月13日晚22：03，央视二套《对话》栏目主持人陈伟鸿把当时这张颇具戏剧性的照片带到现场，调侃起前来做客的嘉宾潘岳。而潘岳首度对此做出回应：“那天非常巧，我带着一批名人植树就赶上了沙尘暴，网上就说这是大自然给环保局的报应，但也有朋友给我们喊冤，说沙尘暴不归环保局管。我当时是有点感觉。”<br/><br/>主持人问他冤不冤，他笑着否认：“回来我觉得不冤的原因也是一个小转变，很快的转变，没有经过激烈的思想斗争，我觉得凡是参与环保的部门，不管哪一个部门，面对沙尘暴多次侵袭北京城的事实，我觉得没有资格喊冤，不管哪一级官员都没有资格喊冤。这是体制的弊病，比如说海洋的污染是海洋的部门管，治沙的是林业部门管，比方讲城市的污水、垃圾谁管，是建筑部门的。农村的污染谁管，是农业部门管。分成了好多块。当然还包括我们水利部，上水下水的问题，这些体制的问题，我觉得不是在推卸这个责任，而是在加强合力，齐心协力地为我们的子孙万代，为我们的社会有一个交待，去如何落实中央的科学发展观，我觉得这才是一个责任的问题。”<br/><br/>他还对拍下这组照片的记者表示感谢，并要推荐为年度环境新闻奖：“我觉得应该感谢记者，这个记者发的这个照片，那么丑陋的形象照下来以后居然能唤醒国人，唤醒社会，面对我们的严峻的环境形式，我觉得应该受到奖励。所以我作为环境记协的名誉主席准备在年底把这张照片推荐为环境新闻奖。如果它真能达到这个效果的话，我觉得再调侃两句也是值得的。”<br/><br/>“世界工厂”立不住，潘岳《对话》现场严厉批评重化工发展方式<br/><br/>一个很少有人知道的名词，在2007年1月10日，成为环保风暴的核心——“区域限批”。一旦宣布被执行“区域限批”，就意味着环保部门有权暂停这一企业或这一地区所有新建项目的审批。河北唐山市和山西吕梁市、贵州六盘水市、山东莱芜市以及大唐国际、华能、华电、国电等四大电力集团出现在全国区域限匹的“首发名单”中。这是连续三年来，国家环保总局发起的第三次环保风暴，2005年对电力企业、2006年对化工行业，针对的都是单个企业，这次升格为对地市、大集团的整体治理。有媒体称，这是比“风暴”更剧烈的“飓风行动”。<br/><br/>5月13日晚22：03，央视二套《对话》现场，“风暴”的发动者——国家环保局副局长潘岳面对来自山西吕梁、山东莱芜、河北唐山等三个“区域限批”地区的长官，称原来自己在经济部门工作，并非一个纯粹的环保官员：“你们的想法我很多都是理解的，我为来环保局之前曾经认为，中国的现代化必须要经过传统工业化这么一个阶段，中国是可以先污染后治理，只要有了钱，咱们什么事都好办，什么矛盾都能解决，我就是这么想的，我还是世界工厂的最早的鼓吹者之一，我也写了报告，成了世界工厂的最早鼓吹者。”<br/><br/>他接着说，之所以转变观点，认为“世界工厂”难以成立是因为：“大量数据表明了中国国情撑不住传统的工业化的发展，因为我们的人口、资源、环境、结构上撑不住。我们的人口，1958年建国以来增长了一倍，也就是说7亿到了13亿，我们的土地流失了一半，600多万平方公里变成了300多万平方公里。70%的江河水系都受到了污染，那还有更重要的是我们的能源、资源，我们的资源再过若干年以后大部分都依赖进口。所以在这个前提下恐怕支撑不住，另外还有国际的压力，现在国际有一些规则，都是为发达国家，有利于他而制订的，什么绿色贸易壁垒等等的。他们这些对我们而言，只能是加大对我们的压力，我们的生态成本和环境资本转移不出去，我们又不能学帝国主义去抢，去打，去夺，不可能，所以我们转移不出去。所以这种前提下先污染和后治理的路子恐怕走不通，就是我想走估计也走不通。”<br/><br/>潘岳提出目前的重化工发展思路走不通，要提前把环境保护作为重点来抓，提早解决：“发达国家人均达到八千美元的时候能够回头治理污染，我们走不到那个阶段，不要说走到八千，三千都走不到，三千我们小康目标点，我们走到人均两千美元的时候，也就是若干年之内，环境的危机和其他的问题加在一起提前地来到，我们就得提前用更大的成本来应对，去解决它”<br/><br/>潘岳《对话》现场回忆当年“忍无可忍”称被涮很无奈<br/><br/>5月13日晚22：03，央视二套《对话》演播现场，一贯果断行事的国家环保局副局长潘岳面对主持人陈伟鸿出示的一张照片，表示无奈，并回忆起当时的“被涮”的经历：“这是我刚来环保总局半年的时候，是元旦，我借了一件军大衣，在凌晨出发，到了山西、陕西、内蒙的交界，是三不管地带，俗称黑三角。我去的时候，那个地方白的山羊都是黑的，乌烟瘴气，水也是脏的。我们去的时候看了很长时间，到了那个地方如同地下工作，拍了大量的照片，取了大量的物证。在第二天的上午就开始对现场排污的，大概40多家，关停了以后我通知三个省市的负责人来开会，三分之二没来，三分之一来了。最后在那儿嚷嚷，嚷嚷的时候最大的震撼是什么，环保总局是部级单位，我们的执法队伍居然要像地下工作者那样到一个县里去环保执法，就取证，去刺探情况。说明我们环保的法令，有关的法规，和中央领导相关的指示，在底下的权威性到什么程度，让我非常震撼。”<br/><br/>他接着用六个“忍无可忍”表达了自己的愤怒：“我当时嚷嚷被照下来了，应该说忍无可忍，忍无可忍不是我个人忍无可忍，我觉得好像中国国情忍无可忍，我们的国情是什么呢？我们的能耗是发达国家的6-8倍，而我们的污染排放是发达国家的30倍，我们的劳动生产力是发达国家的三分之一，我不是说跟发达国家比，因为他有他的历史阶段，但是我想说我们承受不了，我们中国的国情根本不可能忍耐得了这种重化工无序的扩张，而且我们的老百姓也忍受不了。我们的健康问题，那么多人呼吸不到新鲜的空气，同时环境纠纷05年达到0.1万人次，环保投诉上访每年30%在递增。那么多人因为空气的污染而得了呼吸道疾病。所以我想说的是我们的社会也好，我们的国家也好，都已经忍无可忍，这就如同总理说的一句话，你们执法的时候一定要像钢铁一样坚硬，不要像豆腐一样软弱，我觉得这就是忍无可忍的动力。”
